Bandaraviryala is a village in Abdullapurmet mandal, Ranga Reddy district, in the belt that has formed around Outer Ring Road Exit No. 10. That exit sits on the eastern arc of the ORR, near the Pedda Amberpet side and the Vijayawada highway junction, and it is the single reason this belt has grown the way it has over the last decade.
An ORR exit changes the arithmetic of a location. Instead of measuring distance to the city centre through traffic lights, you measure time to the ring road and then a clean run to wherever you actually go. The approval: what L.P. No. 000065/LO/Plg/HMDA/2024 means
The developer publishes Surakshaa Elite I Bandaraviryala as an HMDA-approved layout carrying L.P. No. 000065/LO/Plg/HMDA/2024.
An L.P. number is a Layout Permit number. It is issued by the Hyderabad Metropolitan Development Authority when a layout plan for converting a piece of land into plots has been sanctioned. Read the number left to right and it tells you a fair amount: a serial number (000065), the permission type (LO, layout), the issuing wing (Plg, planning), the authority (HMDA) and the year of sanction (2024). Why this matters practically:
An approved layout has been checked for road widths, open space and land use. HMDA sanction means the internal road pattern, the reserved open space and the plot boundaries you see on the plan are the ones the authority has signed off. Unapproved and gram-panchayat-only layouts may have none of this settled.
Approved layouts carry a mortgage condition. Under HMDA’s procedure, a developer mortgages a share of the plotted area to the authority as security that the layout’s development works — roads, drains, water, lighting — will actually be completed, and those plots are released only after the works are cleared (HMDA FAQs; see fact-check notes). This is precisely why you must ask, in writing, whether the specific plot number you are being offered is a free plot or a mortgaged plot. A mortgaged plot cannot be freely registered to you until HMDA releases it.
Approval is about the layout, not about the seller’s title. HMDA sanctions the plan. It does not guarantee that the person selling you the plot owns it cleanly. Title is a separate investigation by your advocate.
How to verify the approval yourself
Do not accept a screenshot. Do this:
- Go to hmda.gov.in and open the “Approved Layouts” section, then select the district, mandal and village — Ranga Reddy / Abdullapurmet / Bandaraviryala — and look for the layout.
- Search the full number 000065/LO/Plg/HMDA/2024 on HMDA’s DPMS portal at dpms.hmda.gov.in and compare the applicant name, survey numbers, total extent and plot count with what the brochure says.
- Ask us for the sanctioned layout copy — the stamped plan with the LP number on it — and match your plot number, its extent and its abutting road width to that plan, not to the marketing map.
- Check the project on the TG-RERA portal at rera.telangana.gov.in. Under RERA, a plotted development above 500 sq m must be registered before it is advertised or sold (see fact-check notes), and a 26-acre venture is far above that threshold. The honest reading of that table: the physical description is detailed, and the commercial description is left to a conversation. That is common for villa-plot layouts where corner plots, park-facing plots and different road widths carry different rates. It is not, by itself, a warning sign — but it does mean you cannot compare this project on price from your phone.
When you ask, ask for three things together: the rate per sq.yd for the specific plot number, the total extent of that plot from the sanctioned plan, and what is and is not included in the rate — development charges, corner premium, and whether registration and stamp duty sit on top (the developer publishes that registration charges are borne by the buyer, so assume they do).
The layout: infrastructure and amenities, one at a time
The developer publishes the following for Surakshaa Elite I Bandaraviryala. We have set them out separately because each one is a thing you can physically check on your site visit.
40-foot and 30-foot wide internal CC roads. Cement concrete roads, not gravel or black-top, in two widths. Walk the road abutting the plot you are considering and confirm which of the two it is; a 40-foot road plot and a 30-foot road plot are not the same asset.
Underground drainage. Ask to see the manhole covers along your road and ask where the line ultimately discharges.
Grand entrance arch and all-round compound wall. The wall is what makes a vacant plot defensible against encroachment during the years before you build. Walk the perimeter if you can, or at least the stretch behind your plot.
24/7 security. Confirm who employs the guards today and who will employ them in five years — the developer, or a residents’ association once handover happens.
Overhead water tank. Ask about the source feeding it: borewell, or a piped supply, and whether a Mission Bhagiratha connection is expected.
Street lighting. Check whether the poles are energised or only erected.
Water-harvesting pits. Standard in sanctioned layouts; confirm they are dug, not drawn.
Landscaped parks, a children’s park and avenue plantation, with designer landscaping. In an HMDA layout a share of the land is reserved as open space and cannot be sold as plots. Ask where the open space sits on the sanctioned plan and whether the park you are shown is on that reserved land.
Vaasthu-compliant planning and clear title, as published by the developer. Vaasthu you can judge from the plan; title you should not judge from a brochure.
Booking terms, as published by the developer
The developer publishes a specific payment schedule for Surakshaa Elite I Bandaraviryala:
- ₹99,000 as enrolment.
- 25% of the plot allotment amount within 10 days.
- The balance within 45 days.
- Registration charges borne by the buyer.
Read that as a genuinely short timeline. From enrolment, you have ten days to fund a quarter of the plot value and forty-five days to fund the rest. If you intend to use a loan, or to sell another asset to fund this purchase, that schedule is the first thing to discuss — before you pay the enrolment, not after.
Three questions to settle in writing before the ₹99,000 leaves your account:
- Is the enrolment refundable, and on what conditions? Get the answer on the receipt or the allotment letter, not verbally.
- What exactly does the enrolment reserve — a specific plot number, or a place in a queue?
- What happens if you miss the 10-day or 45-day milestone? Cancellation, forfeiture, interest, or a rescheduling — ask which.
Because registration charges are borne by the buyer, budget for them separately. In Telangana, a sale deed attracts stamp duty, transfer duty where applicable and a registration fee, calculated on the higher of the stated consideration or the government market value for that village and survey number; published rates total around 7.5% in both urban and gram panchayat areas, though the split differs, and you should confirm the exact applicable figures for Abdullapurmet mandal on the IGRS Telangana portal or with your document writer (see fact-check notes).
Documents checklist before you book
Collect these, and give copies to an advocate who is not connected to the sale:

How buying works, step by step

Loans
The developer does not publish a bank tie-up for this project. That is a meaningful gap given the 45-day timeline, so treat finance as something to arrange yourself rather than something that comes with the layout.
Plot loans are a different product from home loans: banks typically lend a lower share of the value, over shorter tenures, and many will lend on a plot only in an approved layout within development-authority limits — which an HMDA layout is. Price is not published. You cannot benchmark this layout against others without asking. Get the rate in writing and compare it against recent registered sale values for the same village, which your document writer can pull.

Mortgaged plots exist in HMDA layouts by design. Get written confirmation that your plot is free and registrable now.
“Clear title” is the developer’s description, not a legal opinion. Your advocate’s search of the parent documents and encumbrance certificate is what settles it.
Amenities can be planned rather than present. Photograph what exists on the day you visit and attach the photos to your file.
Infrastructure announcements are not guarantees. The Regional Ring Road is a proposed project, its northern and southern segments are at different stages, and no part of it should form the basis of a purchase decision here.
Village-level uncertainties. Spellings and mandal attributions vary across records for this belt (Bandaraviryala is also written Bandaravirala). Make sure the spelling and survey numbers on your deed match the revenue records exactly.
